How to improve implementation of RTE 25% reservation?

25% reservation under RTE aims at inclusion of the Economically Weaker Sections (EWS) in private education system. Numerous studies suggest that the implementation has been ineffective. Is 25% Economically Weaker Sections (EWS) quota under RTE an effective policy intervention? If yes, shouldn't the govt. fund students rather than schools to promote choice and accountability?

CCS, through its online initiative www.easeofdoingbusiness.org is crowd-sourcing feedback on Ease of Doing Business reforms from Ground Zero. Through this interface, an entrepreneur can share her experiences doing business with the option of maintaining anonymity. We aim to convey your feedback to policymakers regarding impact of their reforms and need for course correction. We hope this will provide necessary impetus to reforms in the long run.
