HAS the term 'no detention' been misunderstood?

'No detention' policy under Right to Education Act (RTE) requires promoting a child without ensuring learning outcomes and raises concerns of dropout rates, demoralization of the students etc. Now the question arises: Are only zero-sum outcomes of detaining and compelling a child to repeat the grade or promoting the child without attaining requisite learning the only options? Does this call for a pedagogical transformation? Is early remedial intervention within a system of Continuous and Comprehensive Evaluation (CCE) a
feasible alternative?

RTE Effectiveness Index 2.0

In 2015-16 we developed a research prototype RTE Effectiveness Index to compare compliance of states on RTE norms with learning outcomes as reflected in 2 large scale assessments, ASER and NAS. We found out that there was a neutral to negative correlation between infrastructure norms and learning outcomes.

This year, we aim to look at updated data to run the similar analysis as we did last year. We will be additionally looking into NSSO 2014 data to identify a correlation between household expenditure, enrolments and learning outcomes across states. We aim to publish the index by end of July, 2016.
