About the Role
The Policy Outreach Manager will play a key role in strengthening CCS’s engagement with policymakers, government stakeholders, Educational Institutions and the broader policy ecosystem. The position involves driving outreach efforts, expanding institutional networks, supporting evidence based policy communication, and contributing to CCS’s mission of advancing social change through sound public policy.
Key Responsibilities
Policy Outreach
- Lead outreach efforts with policymakers at the central, state, and local levels to promote CCS’s policy reform recommendations.
- Develop and maintain strong relationships with government officials, legislators, bureaucrats, regulatory bodies, and relevant public institutions.
- Represent CCS at policy meetings, consultations, hearings, and multi-stakeholder platforms.
- Maintain and update a live database of policymakers, researchers, and influencers relevant to CCS’s work,
- Support the Senior Fellow in planning and executing strategic outreach campaigns around CCS’s publications and research products.
- Set-up regular advocacy meetings for the CEO, Senior Fellow and the team with top bureaucrats, policymakers, influencers and public intellectuals.
- Draft outreach material such as briefing notes, cover letters, and stakeholder communication, track outreach outcomes and ensure timely follow-ups -you can expand/revise the list)
Networking & Stakeholder Engagement
- Build and strengthen networks with think tanks, academic institutions, civil society organizations, industry associations, and policy influencers.
- Organize policy dialogues, roundtables, workshops, and consultations.
- Act as the primary point of contact for policy stakeholders.
- Identify relevant conferences, panels, and public forums for CCS’s participation, coordinate speaking opportunities and prepare background notes and talking points for the Senior Fellow and CEO.
- Assist in drafting and coordinating op-eds, interviews, and media contributions to enhance CCS’s visibility.
- Expand and build network of Budget Private Schools Associations and with like-minded and potential partner organisations.
- End-to-end ownership of visioning, planning and delivery of social media campaigns and digital outreach.
Public Policy Expertise & Research Support
- Track policy developments, government notifications, and emerging trends in CCS’s thematic areas.
- Work with the research team to translate research outputs into policy briefs, advocacy notes, and communication materials.
- Distill complex policy issues into accessible insights for targeted audiences.
Program Management
- Coordinate policy-related projects and initiatives from planning to execution.
- Manage partnerships, MoUs, and collaborations with external organizations.
- Oversee documentation, reporting, and monitoring of outreach activities.
Reporting & Documentation:
- Maintain detailed records of outreach activities and stakeholder interactions.
- Prepare summaries and reports for internal learning and periodic reviews, and contribute to quarterly outreach trackers and institutional documentation

Qualifications & Experience
- Minimum 5 years of relevant experience in policy outreach, government relations, or public policy engagement.
- Strong understanding of India’s Education public policy landscape and political-administrative systems.
- Demonstrated experience working with policymakers, government departments, or legislative bodies.
- Excellent communication skills—written, verbal, and interpersonal.
- Ability to build high-level networks and manage multiple stakeholder relationships.
- Proven ability to conceptualize, plan, and execute policy programs and events.
- Master’s degree in Public Policy, Political Science, Economics, Public Administration, or related fields preferred.
