Role: Program Manager – Pilots & Impact Assessment

Team: Research, Policy Impact & Outreach
Reports to: Senior Fellow 

Role Overview

We are looking for a high-agency, detail-oriented, and entrepreneurial Program Manager to lead the design, oversight, and impact assessment of CCS’s pilot programs.

This is a hands-on, systems-driven role for someone who enjoys:

  • Building structures and processes rather than only managing day-to-day execution
  • Thinking in terms of impact, measurement, and scalability
  • Producing clear, structured, and insight-driven outputs

The role will ensure that CCS’s pilots (e.g., language labs, scholarship programs, ETLC etc.) deliver measurable outcomes, credible evidence, and pathways to scale and policy influence. 

Key Responsibilities

1. Program Oversight & Systems Building

  • Set up and manage program tracking systems, dashboards, and review processes
  • Ensure all pilots are aligned with defined KPIs, timelines, and outcomes
  • Conduct regular performance reviews with internal teams and partners
  • Enable smooth execution through clarity, structure, and accountability systems

2. Monitoring, Evaluation & Impact Assessment

  • Design and implement M&E frameworks across programs
  • Track real-time data on:
    • Learning outcomes and behavioural indicators
    • Program participation and delivery quality 
  • Lead impact assessments, including:
    • Baseline vs endline analysis
    • Outcome measurement and insights generation
  • Translate data into clear, actionable insights

3. Pilot Design, Benchmarking & Scale Thinking

  • Develop structured pilot models and frameworks
  • Benchmark programs against best practices and comparable interventions
  • Identify what works, what doesn’t, and what can scale
  • Support development of replicable and cost-effective program models

4. Structured Documentation & Knowledge Management

  • Create high-quality, well-structured documentation, including:
    • Program reports and evaluation summaries
    • Internal review decks and progress notes
    • Playbooks and implementation guides
    • High-quality content editing of research publications and social media content
  • Ensure outputs are:
    • Clear, concise, and logically organised
    • Data-backed and insight-driven
    • Actionable for decision-making
  • Maintain knowledge trackers and program documentation systems

5. Communication & Stakeholder Coordination

  • Shape program narratives and impact communication
  • Support development of: Case studies, summaries, and communication assets
  • Coordinate with: Implementation partners, schools, and service providers, Internal research and policy teams

6. Program-to-Policy Linkages

  • Work with research teams to translate pilot learnings into policy insights
  • Support development of scale-up and policy integration pathways

Qualifications & Experience

Qualifications & Experience

  • Bachelor’s or Master’s degree in Public Policy, Economics, Management, Development Studies, or related field
  • 3–5 years of relevant experience in: Program management, consulting, or impact-oriented roles
  • Demonstrated ability to: Take ownership and drive projects independently, Work in fast-paced, outcome-oriented environments

  • Exposure to: Monitoring & Evaluation or impact assessment, and Education programs or development sector work
  • Familiarity with: Basic data tools (Excel, dashboards, etc.)

Compensation: Competitive for the non-profit sector; commensurate with experience.

Location: New Delhi (with travel as required) (no WFH)
