Food Stamps: A Model for India

Food security has always been one of the most pressing issues in India. Debates are largely concerned about which method to employ to ensure the availability of food to those who cannot afford it. Finance Minister P Chidambaram has proposed to experiment with food stamps in a cluster of districts of a few states to judge the viability of the scheme. This policy review describes the experience of countries in which this policy has already been implemented and proposes a Food Stamp Model for India.

A good law is one that balances its purpose with citizen-engagement, protection of individual rights, and positive impact on resources. Currently, India does not have any systematic mechanism to review the quality of laws. We have created tools to assess the quality of laws and offer recommendations for legal reform and design of law-review bodies.
