This report delves into the relationship between public and budget private schools, based on a comprehensive background study we submitted for UNESCO's Global Education Monitoring Report 2022. The focus is on critical aspects such as teacher recruitment, licensing, inspections, admissions, and grievance procedures. By analyzing relevant laws and supplementing our research with surveys and interviews with school owners, we aim to bridge the existing gap in the literature on budget private schools.
Our study spans several states including Assam, Telangana, Andhra Pradesh, Jammu & Kashmir, and Haryana, offering evidence on the operational challenges and regulatory frameworks governing affordable private education. Additionally, we explore the impact of COVID-19 on low-income private schools, providing a timely analysis of this unprecedented disruption.
